Civil Processing Centre Belfast Small Claims
The Central Hub for Every Small Claim in Northern Ireland
The Civil Processing Centre (CPC) at Laganside Courts in Belfast handles every small claim filed in Northern Ireland. Unlike the system in England and Wales, where claims go through regional courts, all NI small claims pass through this single office regardless of where you or the respondent live in Northern Ireland.
The CPC's postal address is PO Box 882, Royal Courts, Belfast. For email queries: [email protected].
What the CPC Does With Your Application
Once you submit your small claims application — either online through the Department of Justice portal or by posting a paper form — the CPC handles the first stage of the process:
- Verification. Staff check that your form is correctly completed, the right fee is paid, and the claim falls within the £5,000 limit.
- Registration. The application is logged in the Integrated Court Operations System (ICOS) and assigned a unique claim reference number.
- Service. The CPC posts a Small Claims Pack to the respondent by first-class post. This pack includes Form 125 (Notice of Action), along with Form 126A (for disputing the claim) and Form 126B (for accepting liability).
This is a key difference from many other court systems: the court handles service for you. You do not need to arrange personal service or hire a process server. Service is deemed effective upon posting.
What Happens If the Post Comes Back
If Royal Mail returns the Small Claims Pack because the respondent has moved or the address is wrong, the CPC notifies you. At that point, you need to supply a current, verified address. If you genuinely cannot locate the respondent, you can apply to the court for alternative service — but this requires a formal application with an affidavit explaining your efforts to find them.
Email or social media service is not valid without explicit court authorisation.

After the Response Period
The respondent has 21 calendar days from the date the pack is posted to respond. Three things can happen:
They pay in full. The respondent sends payment directly to you, and the case closes.
They accept liability. The respondent returns Form 126B proposing a payment plan. You can accept the proposal or ask a judge to review the terms.
They dispute the claim. The respondent returns Form 126A with their grounds of defence. This is where the CPC's central role ends — the file gets transferred from Belfast to the local County Court venue you selected on the original application, and a hearing date is set.
If the respondent does nothing within 21 days, you can apply to the CPC for a default decree — a judgment in your favour without a hearing.
What the CPC Cannot Do
CPC staff are helpful with procedural questions — tracking your case, confirming whether a response has been filed, explaining which form to use. But they cannot give legal advice, evaluate the strength of your case, or help you draft what to write on the application. For that kind of support, organisations like Advice NI (0800 915 4604) or the Consumer Council for Northern Ireland can help.
Filing Through the CPC
For a paper application, post the completed form with your fee (cheque or postal order payable to "Northern Ireland Courts & Tribunals Service") to the CPC at Laganside Courts. For online filing, use the Small Claims Online portal at the Department of Justice website, where you can pay by card and track progress outside court office hours.
If the CPC finds errors in your application, they return it for correction rather than rejecting it outright — but this adds time, so getting the form right the first time matters. The Northern Ireland Small Claims Filing Guide includes a pre-submission checklist to catch common errors before you file.
