Alternatives to Money Claim Online for Northern Ireland

If you are in Northern Ireland and trying to use Money Claim Online (MCOL) or the Civil Money Claims service, stop — it does not work here. Money Claim Online is the HMCTS portal for England and Wales only. Northern Ireland has its own completely separate system, its own forms, its own processing centre, and its own £5,000 limit. The correct route is the nidirect Small Claims Online portal for claims up to £5,000, or a paper filing through the Civil Processing Centre in Belfast.

This catches people constantly. Most online guides about "UK small claims" describe the English system. The result is wasted hours filling in the wrong forms, confusion about limits and procedures, and sometimes a rejected application that costs time but does not advance the claim at all.

Here is what actually applies in Northern Ireland and how each option compares.

Why Money Claim Online Does Not Work in Northern Ireland

The United Kingdom has three separate civil court systems:

  1. England and Wales — County Court, managed by HM Courts & Tribunals Service (HMCTS). Small claims up to £10,000. Online filing through Money Claim Online (now Civil Money Claims). Form N1 for paper filing.

  2. Scotland — Sheriff Court, Simple Procedure. Claims up to £5,000. Its own online portal and forms.

  3. Northern Ireland — County Court, managed by the Northern Ireland Courts and Tribunals Service (NICTS). Small claims up to £5,000. Online filing through nidirect Small Claims Online. Form 125 for paper filing. Central processing through the Civil Processing Centre (CPC) at Laganside Courts, Belfast.

These are not regional offices of the same court — they are separate legal jurisdictions with different rules, different forms, different fee schedules, and different enforcement mechanisms. A Money Claim Online application does not arrive at the Civil Processing Centre. It goes to the County Court Money Claims Centre in Salford, not the Northern Ireland court service, and does not start a case under Northern Ireland's small-claims procedure.

Option 1: nidirect Small Claims Online (Recommended)

The Northern Ireland equivalent of Money Claim Online is the nidirect Small Claims Online portal. It handles claims up to £5,000. If the respondent lives elsewhere in the UK, a Northern Ireland resident can still use the Northern Ireland small-claims procedure through the Civil Processing Centre.

How it works:

  1. Create a verified nidirect account (identity verification required)
  2. Fill in the online application — your details, the respondent's details, the amount claimed, and the "claim details" (a plain-language description of what happened and why the money is owed)
  3. Pay the court fee by card
  4. The CPC reviews your application, then serves it on the respondent by first-class post
  5. The respondent has 21 days from receiving the copy Form 125 to respond

Court fees (rates effective 1 April 2026):

Claim amount Fee
Up to £300 £49
£300.01–£500 £81
£500.01–£1,000 £113
£1,000.01–£3,000 £163
£3,000.01–£5,000 £244

Advantages: You can file from home, track the application status online, and pay by card. It is the fastest route for straightforward claims.

Limitations: The portal presents the fields but does not explain how to write effective claim details, how to name respondents in the correct legal format, or what happens after filing. That procedural context is what separates a successful application from one that gets rejected on a technicality.

Option 2: Paper Filing (Form 125)

If you prefer paper or cannot use the online portal, download the Small Claims Application Form (Form 125) from justice-ni.gov.uk and post three copies to:

Civil Processing Centre Laganside Courts Oxford Street Belfast BT1 3LL

Include the court fee as a cheque or postal order payable to "Northern Ireland Courts & Tribunals Service".

Advantages: No nidirect account needed, no identity verification step, works for people without reliable internet access.

Limitations: Slower processing than online, requires printing and posting three copies, payment by cheque or postal order only, and no online tracking.

Option 3: Free Advice Services (Not Filing, But Help With Filing)

These organisations cannot file a claim for you, but they can help you understand the process:

  • Advice NI — free guidance on debt recovery, form completion, and court procedure. Appointment demand is high, and they cannot prepare your evidence or attend the hearing for you
  • Citizens Advice Bureau — free consultations on whether a claim has merit and how to navigate the small claims process
  • Housing Rights — specialist help for tenant deposit disputes (not general small claims)
  • Consumer Council for Northern Ireland — pre-court advocacy for consumer complaints, but does not manage court filings

These are support services, not alternatives to filing. You still file through nidirect Small Claims Online or Form 125.

Comparison: England & Wales vs Northern Ireland

Feature England & Wales Northern Ireland
Online portal Money Claim Online / Civil Money Claims nidirect Small Claims Online
Paper form Form N1 Form 125
Processing centre County Court Money Claims Centre, Salford Civil Processing Centre, Belfast
Small claims limit £10,000 £5,000
Governing rules Civil Procedure Rules Part 27 County Court Rules (NI) 1981
Enforcement body County Court Bailiffs / High Court Enforcement Enforcement of Judgments Office (EJO)
Response window 14 days (acknowledgement) + 28 days (defence) 21 days
Legal costs recovery Limited Strictly limited

Every element is different. An English form or online application does not start a claim under Northern Ireland's small-claims procedure.

What About the Republic of Ireland?

If you are near the border, be careful not to confuse Northern Ireland with the Republic of Ireland's system either. The Republic has its own small-claims procedure through the District Court, with a limit of €2,000 for consumer claims. Both the claimant and respondent must be based in Ireland to use that domestic procedure. Its forms, fees, and courts are entirely separate from both Northern Ireland and England.

If you live in Northern Ireland and the respondent is based in the Republic of Ireland, the Republic's domestic procedure is not available simply because the respondent lives there. New European Small Claims Procedure cases between Northern Ireland and the Republic cannot be started after 31 December 2020. Check the relevant cross-border rules before filing. If both you and the respondent are in Northern Ireland, use the nidirect portal or Form 125.

Who This Is For

  • Anyone in Northern Ireland who searched for "Money Claim Online" and discovered it only covers England and Wales
  • People who started filling in an English form (Form N1) and realised it does not apply to their jurisdiction
  • Northern Ireland residents who want to file a small claim online and need the correct portal
  • Anyone confused by "UK small claims" guides that describe the English system without mentioning that Northern Ireland is different

Who This Is NOT For

  • People in England or Wales — Money Claim Online is the correct portal for you
  • Anyone with a claim over £5,000 — that goes through the standard County Court track in Northern Ireland, not the small claims procedure
  • People seeking legal advice on the merits of their case — see Advice NI or a solicitor

The Procedural Gap

The nidirect portal tells you where to file. Government websites explain the rules. Court staff answer administrative questions but are legally prohibited from giving advice on your claim. What none of these sources provide is a single, end-to-end walkthrough of the Northern Ireland small claims process — from checking the limit and time limit through the demand letter, filing, service, evidence preparation, the hearing, and enforcement through the EJO.

The Making a Small Claim in Northern Ireland guide fills that gap. It covers every step in the NI-specific sequence, with fillable worksheets for each stage, for $24. You can download the free filing checklist first to see what the process involves before deciding.

Frequently Asked Questions

Can I use Money Claim Online if the person who owes me money is in England but I am in Northern Ireland?

If you live in Northern Ireland and the respondent lives in England, Wales, or Scotland, you can still use the Northern Ireland small-claims procedure through the Civil Processing Centre. The CPC arranges postal service to UK addresses outside Northern Ireland. Check the cross-border requirements before filing.

Is nidirect Small Claims Online free to use?

The portal itself is free. You pay the court filing fee (£49–£244 depending on claim amount) as part of the application. There is no additional platform fee.

What if I already started a Money Claim Online application for a Northern Ireland dispute?

If you have not submitted and paid, stop and use the Northern Ireland process. If you submitted and paid on the English system, contact HMCTS about the status of the claim and any fee options. The Northern Ireland Civil Processing Centre will not process a Money Claim Online application.

How is the nidirect portal different from Money Claim Online?

Beyond the jurisdictional difference, the nidirect portal requires nidirect identity verification (which Money Claim Online does not), uses the Northern Ireland court fee schedule (lower amounts, different bands), and sends applications to the CPC in Belfast rather than the Money Claims Centre in Salford. The response window is 21 days (Northern Ireland) rather than the acknowledgement-plus-defence window in England.

Can I file a small claim by email in Northern Ireland?

No. The two filing routes are the nidirect Small Claims Online portal and a paper Form 125 posted to the CPC. There is no email filing option.
