Free Legal Help for Utah Small Claims Court
Utah Courts Self-Help Center
The most accessible free resource is the Utah Courts Self-Help Center, staffed by court employees who answer procedural questions about filing, forms, fees, and court dates.
Phone: 888-683-0009 (Monday–Friday, 11 am–5 pm) Text: 801-742-1898 Email: [email protected]
What they can do: tell you which form to use, explain filing procedures, clarify fee amounts, help you locate the correct court, and point you to the right online portal (ODR, MyCase, or paper filing).
What they can't do: give legal advice, review your completed forms for accuracy, tell you whether you have a strong case, or help you decide what evidence to present. Utah judicial canons strictly prohibit court staff from advising on legal strategy.
The Self-Help Center is your first call for "which form do I file?" and "where do I file it?" questions. For anything about the substance of your case, you need the resources below.
Utah Legal Services
Utah Legal Services (utahlegalservices.org) provides free legal representation and educational materials for eligible low-income Utah residents. Its representation is limited and generally does not include standard small-claims civil plaintiffs, so ask whether your specific matter qualifies.
Eligibility is income-based. Check Utah Legal Services for its current income limits. They can't represent every applicant — demand is high and resources are limited.
Even if you don't qualify for full representation, their website has educational materials about small claims procedures, fee waivers, and tenant rights that are useful for any Utah litigant.
Utah State Bar Legal Clinics
The Utah State Bar coordinates volunteer legal clinics where licensed attorneys and supervised law students offer brief consultations at no cost.
Tuesday Night Bar — hosted at various locations around the state, these clinics let you sit with an attorney for 15–20 minutes and ask specific legal questions about your case. They can review your situation, suggest a strategy, and point out issues you might miss. They won't represent you in court or prepare your filing, but that focused advice can be enough to get your case on the right track.
University of Utah Pro Bono Initiative — law students, supervised by practicing attorneys, offer legal advice open houses. These are especially helpful for reviewing your evidence organization and identifying gaps in your case before you file.
Check utahbar.org for current clinic schedules and locations. Availability varies and these clinics fill up — arrive early.

ABA Free Legal Answers
Utah participates in the American Bar Association's Free Legal Answers program (utah.freelegalanswers.org). It's an online Q&A platform where you submit a specific legal question and a volunteer attorney responds in writing.
Limitations:
- Income-eligible individuals only
- Maximum 5 questions per year
- Responses can take days — not useful for urgent deadline questions
- Attorneys provide information, not ongoing representation
It's best for targeted questions: "Can I recover my security deposit if I didn't get an itemized deduction list within 30 days?" or "Do I need to send a demand letter before filing?"
Online Court Assistance Program (OCAP)
The Utah Courts maintain automated document assembly tools that can help generate small claims affidavits, cover sheets, and fee waiver petitions by answering interview-style questions.
Access it through utcourts.gov — look for "MyPaperwork" or "OCAP" under the self-help section.
What Free Resources Don't Cover
Free court information and brief clinics offer procedural help or limited consultations. Legal-aid representation depends on eligibility and case type; for a standard small-claims case, don't assume a free resource will:
- Prepare and file your case for you
- Represent you at the hearing
- Organize your evidence into a presentable format
- Track your deadlines across the ODR and non-ODR systems
- Walk you through the entire process from demand letter to judgment
For a complete, structured walkthrough of the Utah small claims filing process — including deadline tracking, evidence organizers, and step-by-step instructions for both ODR and non-ODR courts — our Utah Small Claims Filing Guide fills the gap between free snippets and hiring an attorney.
